The bill (Reg. No.6007) states that a natural father who is not married is obliged to take a child from the maternity home or other health care establishment, if a mother failed to do it. Scrutinizing the bill in the second reading, the Committee members focused on the remarks of the Central Judicial Office of the Verkhovna Rada Secretariate concerning two motions, namely, on the father´s obligation to take a child from the maternity home for support and upbringing, and assignment of the status of a single father.
The President of Ukraine calls for specifying the procedure of paternity examination to eliminate the risks of abuse of the right to take the child from the maternity home or other health care establishments with the purpose of trafficking in children. According to the President of Ukraine, the Law should specify that for the father to take the child from the maternity home or other health care establishment, his paternity shall be stated in the birth certificate or acknowledged by a court judgment.
The Committee members believe that the President´s motions will protect the rights and interests of the child, whose mother failed to take it from the maternity home or other health care establishment.
